Information for the passengers travelling to/from Republic of Belarus

From May 15, 2017, all flights from (to) the Republic of Belarus were transferred to the international sectors of Russian airports. Border control of citizens of the Russian Federation and the Republic of Belarus is carried out through separate corridors. Citizens of these countries must present a document proving their identity, as well as a boarding pass confirming their arrival or departure from (to) the Republic of Belarus on the corresponding flight.

Citizens of countries, who require a visa to enter Russia and are travelling to Minsk and from Minsk in transit through Sheremetyevo Airport, need to have a valid Russian transit visa or other document entitling them to enter the Russian Federation. When traveling on the route Moscow - Minsk - Moscow, a transit visa must be double-entry.

In accordance with the position of the Belarusian side, the visa-free procedure for entry of foreign citizens into the Republic of Belarus established by Decree of the President of the Republic of Belarus dated 01.01.2017 No. 8 “On establishing a visa-free regime for entry and exit of foreign citizens” does not apply to persons arriving in the Republic of Belarus by air from the Russian Federation, as well as intending to fly from Minsk to the airports of the Russian Federation. The Belarusian side continues to consider these flights domestic. 

In view of the above mentioned, third-country citizens who do not have documents to enter the Republic of Belarus will not be transported to Minsk, namely:

  • Citizens of countries, who require a visa to enter the Republic of Belarus  and do not have documents allowing them to enter the Republic of Belarus (visas and residence permits of the Russian Federation do not give such rights);
  • Citizens of formally visa-free countries with respect to the Republic of Belarus, who can enter the Republic of Belarus without visas only through international checkpoints (they have the right to take Moscow-Minsk flights only if they have Belarusian visas or entry marks made at international checkpoints on the territory of the Republic of Belarus within the permitted visa-free stay in Belarus).


Connection flight ticket holders enjoy the right of visa-free transit for up to 24 hours.

Visa-free transit is not applicable for traveling to / from Belarus.

Visa-free transit does not apply to passengers traveling to the airports of the Crimean peninsula. They must undergo immigration and customs control.
