Visas for foreign citizens who share traditional Russian spiritual and moral values

In accordance with the Executive Order of the President of the Russian Federation, foreign citizens and stateless persons who have expressed a desire to move to the Russian Federation from the countries of their citizenship or permanent residence due to their rejection of the policy implemented by these states that imposes destructive neoliberal ideological attitudes may apply for a temporary residence permit without taking into account the quota approved by the Russian Government and without submitting a document confirming proficiency in the Russian language and knowledge of the history and fundamentals of Russian legislation (http://en.kremlin.ru/acts/news/74888).

❗The list of foreign states and territories was approved by the Russian Government on September 17, 2024 No. 2560-r (http://publication.pravo.gov.ru/document/0001202409200036?index=2).

For this purpose, Consular Section can issue single-entry ordinary private visas for a period of up to three months. Upon entering Russia, foreign citizens and stateless persons are required to submit an application to the Ministry of Internal Affairs for a temporary residence permit under simplified procedure

List of documents required to apply for a visa:

- passport;

- visa application form (filled in at visa.kdmid.ru, printed out and attached to the documents);

- photo 35x45 mm on a light background;

- residence permit valid more than 180 days (if the foreign national is applying for a visa not in the country of his/her nationality);

- prepaid self-addressed courier bag (with courier ticket) to return your passport;

 - application form (filled in at Consular Section in Wellington on the day of appointment).

The consular fee: 144 NZD. There is no urgent procedure.

To avoid difficulties when submitting documents to the territorial office of the Ministry of Internal Affairs of Russia (MIA) for the issuance of a temporary residence permit (TRP) it’s necessary to obtain before entering Russia from New Zealand’s competent authorities a certificate confirming the presence (absence) of criminal record which is attached to your TRP application.

The certificate must be apostilled. According to the MIA requirements it’s provided in the original with translation into Russian (all pages, marks, stamps, seals, etc.) and must be notarized at the Consular section of the Russian Embassy in Wellington or by notary in Russia.

In case of non-compliance with these requirements or if on the date of filing the TRP application your criminal record certificate is more than 3 months a TRP application can be refused.


Additional obligatory conditions for TRP issuance:

- provision to the territorial MIA office within 30 days from entry into Russia medical documents (on paper or digital) confirming no use of narcotic drugs and psychotropic substances without medical prescription or new potentially dangerous psychoactive substances, and infectious diseases that pose danger to others, as well as a certificate of absence of disease caused by the human immunodeficiency virus (HIV infection).

The specified medical documents and certificate are issued based on the results of  examination completed in medical organizations located on the territory of Russia. In case of documented good reasons the specified medical documents and certificate can be submitted later but not exceeding 30 days from the date the good reasons are eliminated.

- fingerprint registration and photographing in the MIA territorial body which issues your TRP.

- fee payment (in November 2024 - 1920 rubles).
